Percy was born in Lambeth in the summer of 1899, the son of Walter Whicher and Grace Maria Jenkins. His father was a glass embosser and sign writer. Percy was the oldest child, and had a younger sister Dorothy, and a younger brother John. The family lived at 77 Heyford Avenue in Lambeth, sharing a house with two other families, before moving to their own three room house at 1 Tynemouth Road in Mitcham.
Percy entered active service on the 3rd of August, 1918, and served for less than a month before being killed in action in France.
