Francis was born in Darlington, Durham, in the summer of 1880, to William and Elizabeth Moore. The family was living in Newington, London by 1891, where Francis’s father worked as a carpenter and joiner. Francis was a middle child, with an older brother, Alfred, who worked as a perfumer, an older sister, Beatrice, and younger brothers Herbert and Harold.
He married a woman called Susannah Alice, who appears to have been from the Merton area. Her address after his death was 11 Mill Road, Merton.
Francis enlisted in Wimbledon with the East Surrey Regiment. He died of a bowel obstruction in Brighton and is buried in the Wimbledon Cemetery,
