Percy was born in Ryde on the Isle of Wight in 1880 and grew up there, living with his mother Eleanor and older brothers Reginald and Douglas, younger sisters Eleanor and Beatrice and younger brothers Harold and Cecil. Their father, Edward, died in 1897.
Most of the family moved to Wimbledon by 1901 and lived with Reginald before his mother took the younger siblings to live at 55 Alexander Road.
Percy had become a teacher and married and lived with his wife Lilian and brother-in-law at 3 Lynton Terrace, South Lane, New Malden by 1911.
Percy enlisted in the 1st/5th Battalion of the London regiment. At the time of his death his Regiment were fighting in the Battle of Cambrai.
