Frank was the fourth child of Theresa Mitchell and Arthur Russell; he was born on the 23rd of January 1894. His father Arthur married Theresa in the last quarter of 1888.
Arthur Russell was employed as a plumber, according to the 1901 Census, Theresa and Arthur resided at 91 Earley Road in Streatham with their six children.

Frank attended Eardley Road School in Streatham from the 1st of July 1897.

The Census of 1911, reveal that that Theresa and Arthur continued to reside at 91 Earley Road in Streatham with seven of their children. Theresa and Arthur had a total of 12 children, four children had died in infancy. Seventeen-year-old Frank had gained employment as a gardener.

According to the Electoral registers for Mitcham, Frank was registered as living in a dwelling house at 1 Caithness Road in Mitcham in 1911 and 1912. Frank’s eldest brother 25 year old Arthur Thomas Russell married Elsie Bennion on the 3rd of August 1914, with the couple living at 76 Caithness Road in Mitcham after their marriage.

Frank’s service record is not available through Ancestry, He enlisted in the army as a private in the 15th County of London Prince of Wales Civil Service Rifles at Wimbledon. Warlencourt, the Butte de Warlencourt and Eaucourt-LAbbaye were the scene of very fierce fighting in 1916 which was where Frank was killed in action on the 7th of 0ctober in 1916. Frank was buried at Warlencourt British Cemetery in France.
